Minutes of the May 9, 2022 Town of Eau Galle Board Meeting

The regular monthly meeting was called to order by Town Board Chairman Lund at 7:00 PM at the town hall.

Chairman Lund indicated that the notice of the meeting was posted as required by statutes and noted no additional items were added since the May Agenda was published in the Baldwin Bulletin. 

The Town Board members present were Kevin Larson, Amy Shafer, Jim Lund, and Nicole Olson.

The agenda was approved as presented on a motion by Amy Shafer second by Kevin Larson, motion carried.

The Town Board reviewed the contract with Cedar Corporation to assist the town with the WISDOT STP Bipartisan Infrastructure Law (BIL) – Local Program grant application process. Chairman Lund signed the contract. 

Minutes of the 04-11-2022 6:15 PM Town Board Meeting were approved on a motion by Kevin Larson second by Amy Shafer, motion carried.

Minutes of the 04-11-2022 7:00 PM Town Board Meeting were approved on a motion by Amy Shafer second by  Kevin Larson, motion carried.

The Town Board discussed Deputy/Clerk Treasurer pay for cemetery related taskings. Motion by Kevin Larson, second by Amy Shafer to pay Deputy/Clerk Treasurer using the park fund for time worked on cemetery projects, motion carried.

Treasurer’s report and bills were reviewed. Motion by Amy Shafer second by Kevin Larson to approve the bills as presented as well as two additional checks, motion carried.

Building and Driveway Permits issued were reviewed.

Clerk reviewed correspondence and emails. Clerk to contact St Croix County Community Development regarding Delmar Ziebart Land Division Application. The land owner has not completed The Town’s Land Division Application nor paid the fee. The Town Board has not reviewed or approved this Land Division. Clerk’s office hours change to Tuesdays 10:00 AM-12:00 PM starting June 7, 2022.

The 2021 Audit was not ready, Audit review will be placed on next month’s agenda.

Town Board discussion continued regarding changes to the Town of Eau Galle St. Croix County Ordinance #14-02 Implements of Husbandry. No action taken, Ordinance will be placed on July town board meeting agenda.

The Town Board discussed changes to Nonresidential Building Ordinance 2021-03.  Ordinance to be updated in Section IV – Definitions A. to include ground mounted solar panels. Agenda item for next month.    

Road Work:

Weight limits are now off the town roads with the exception of 55th Avenue and 50th Avenue due to I-94 road work.

County estimates for 2022 town road work: 

  • $235,000.00 to grind, mill, and pave 20th Avenue from US Hwy 63 to 222nd Street.
  • $100,000.00 to reshape and add gravel to all town gravel roads.
  • $16,000.00 to pave 300 feet of 47th Avenue from US Hwy 63 to Murtha Sanitation’s east property line.  

ARPA Update:

Town has approximately $120,000 of ARPA funds available. Majority will  be used for road construction

Annual Meeting Report:

Town electors voted to pay town elected officials serving as town employees $20.00/hour.  Deputy Clerk to create a voucher (time sheet) for town elected officials to fill out to account for their time acting as a town employee.  These will be submitted and reviewed for approval as needed at Town Board monthly meetings.

Town electors also made an advisory vote to the town board to raise election workers rate of pay to $20.00/hour. Motion by Amy Shafer, second by Kevin Larson to increase election worker rate of pay to $20.00/hour, motion carried. 

No change to the Town’s official depository.

Discussion occurred at the Annual Town Meeting regarding designating an official newspaper.  Town electors recommend no official newspaper.  The Town Board opts not to designate an official newspaper. Town Board meeting agendas will be posted on the Town’s official website and at the town hall as required per statute.

Chairman’s Report: 

Long time Town resident and former town board member Dennis Duckworth has passed away.

Chairman Lund received a phone call  because Dennis’ cattle were out. Chairman Lund got the cattle back in the fence and knocked on the door, no answer. Chairman Lund called 911 to perform a welfare check. Law Enforcement found Dennis had passed away.

Law enforcement tried until noon the following day to find next of kin, none could be reached.

St. Croix County Corporate Council and the St. Croix County Sheriff’s Office determined animal control for the town was responsible for the animals. Chairman Lund serves as the Town animal control. Previous owner of Dennis’ dog was found and agreed to take the dog back. Chairman Lund arranged for the cattle to be taken to a sale barn. The cattle were sold and a check was issued in Dennis’ name which the Sheriff’s Office deposited into Dennis Duckworth’s bank account. The police report is available by contacting the St. Croix County Sheriff’s Office. Next of kin was eventually found and lives out of state. They were very grateful for the town’s help with the animals.
