Minutes of 02-10-2014\u00a0Eau Galle Board Meeting<\/strong><\/p>\n

Minutes are unofficial until approved by Town Board<\/p>\n

The regular monthly meeting was called to order by Chairman Lund at 7:00 P.M. at the Town Hall.<\/p>\n

Chairman Lund indicated that notice of the meeting was posted as required by Statutes.<\/p>\n

Town Board members present were David North, Dennis Duckworth, Jim Lund and William Peavey.<\/p>\n

The agenda was approved as presented on a motion by David North second by Dennis Duckworth, motion carried.<\/p>\n

Minutes of the January 13-2014 Board Meeting were approved on a motion by Dennis Duckworth second by David North, motion carried<\/p>\n

Bills for the month were reviewed. Motion by Dennis Duckworth second by David North to approve bills with additional tax settlements and dog licenses, motion carried.<\/p>\n

Clerk reviewed correspondence.<\/p>\n

Contract with Murtha Sanitation was reviewed with Justin Murtha. Renewal for 2015 was discussed along with updates. Motion by Dennis Duckworth second by David North to approve contract as presented, motion carried, contract signed.<\/p>\n

Chairman Lund reviewed request from members of the Amish Community to support their present one room school house on 233rd St. St. Croix County Zoning has issued a notice of violation on the zoning and septic system. Amish Community feels they are exempt from these issues per Wisconsin Statute 101.05(4) and their religious freedom. Special Exception and sanitary permit are being required by St. Croix County Zoning. There have been no complaints from Town Residents at this time. Discussion was held and a motion was made by David North to recommend that the Amish School Board apply for a special exemption permit as requested by County Zoning for a one room school house on parcel# 008-1025-80-000, second by Jim Lund, motion carried 2 to 1. Supervisor Duckworth voted no stating he felt the Town Board should wait on this matter for upcoming changes in the County Zoning Districts and\/or changes in Town Zoning. Discussion was held and a motion was made by David North to recommend that the Amish School Board apply for a sanitary permit as requested by County Zoning for a one room school house on parcel# 008-1025-80-000, second by Jim Lund, motion carried unanimously.<\/p>\n

Discussion was held on possible issues on compliance with Town Ordinance regarding new residential construction in regards to compliance with state UDC code. Building inspector Dolan has informed Chairman Lund of issues of closing out permits and his inability to issue occupancy permits for some resident. According to building inspector Dolan it has become an issue of fairness and safety to town residents and needs to be addressed. Chairman Lund requested Board members review the Town Single and 2 family dwelling Ordinance, Building Permit Ordinance and draft commercial building ordinance for next month and place on agenda for next month.<\/p>\n

Bill Peavey reviewed steps on Town zoning in regards to the new County Farmland Preservation Ordinance. Town has 4 choices based on participation or not in Farmland Preservation. They are, County Zoning with Farmland Preservation, County Zoning without Farmland Preservation, Town zoning or no zoning. Will need to hold planning Commission meeting to discuss and keep on Town Board agenda.<\/p>\n
