Minutes of the Nov. 15, 2022 Town of Eau Galle Board Meeting

The regular monthly meeting was called to order by Town Board Chairman Lund at 7:00 PM at the town hall.
Chairman Lund indicated that the notice of the meeting was posted as required by statutes and noted no additional items were added since the November Agenda was posted at the Town Hall and on the official Town website.
The Town Board members present were Kevin Larson, Amy Shafer, and Jim Lund. Nicole Olson attended telephonically.
The agenda was approved as presented on a motion by Amy Shafer second by Kevin Larson, motion carried.
Minutes of the October 10, 2022 Town Board Meeting were approved on a motion by Kevin Larson second by Amy Shafer, motion carried.
Treasurer’s report and bills were reviewed. Motion by Amy Shafer second by Kevin Larson to approve the bills as presented, motion carried.
Building and Driveway Permits issued were reviewed.
Deputy Clerk reviewed correspondence and emails.
Town board reviewed the 2023 budget. Motion by Amy Shafer, second by Kevin Larson to approve the 2023 budget, motion carried.
The town board reviewed the 2022 tax levy within the 2023 budget. Motion by Kevin Larson, second by Amy Shafer to set the 2022 tax levy at $356,169.00 as presented in the 2023 budget and as allowed by the tax levy limit, motion carried.
Town board reviewed unpaid fire calls for the calendar year. Motion by Amy Shafer, second by Kevin Larson to authorize the town board to add delinquent fire calls to the tax roll, motion carried.
Town board reviewed the proposed property tax agreement between St. Croix County and The town of Eau Galle. Motion by Kevin Larson, second by Amy Shafer to approve the property tax collection agreement between St. Croix County and the Town of Eau Galle, motion carried.
Town Board reviewed ARPA funds within the 2023 budget. Motion by Amy Shafer, second by Kevin Larson that the ARPA funds be obligated and spent on road projects under the provision of revenue loss and as proposed in the 2023 budget, motion carried.
Town Board reviewed the audit engagement letter. Motion by Amy Shafer, second by Kevin Larson to approve and sign the Carlson SV Audit Engagement Letter, motion carried.
Motion by Amy Shafer, second by Kevin Larson to approve the St. Croix County Highway Department’s bid and award the purchase of hot mix only, material used for the 20th Avenue paving local road improvement project (LRIP) on behalf of the town of Eau Galle, motion carried.
Road Work:
- Town board reviewed and signed the 60th Avenue Road Work Agreement with the Town of Baldwin. Estimate of $258,000 to complete the project next year. Town of Eau Galle’s share estimate is between $127,00-$129,000. Clerk to send signed copy to the clerk for the town of Baldwin.
- To continue the 20th Avenue project next year there are no culverts that need to be replaced and the road needs very little widening.
- The town will not reapply for the BIL next round of applications. Clerk to notify Cedar Corp of the board’s decision.
Fall projects underway:
- Brushing
- Patching
Chairman’s Report:
The Fire Department has raised its rates to $1,075.00/hour per call. Please check with your insurance to ensure proper coverage. Clerk to add this information to the Website and yearly town newsletter.
Supervisor Shafer to check with Brooke’s Excavating to ensure continued service for town hall snowplowing.
Town Caucus tentatively scheduled for January 9, 2023 at 6:45 PM.
Public Comment/Open Forum:
New fire numbers that are easier to see and are perpendicular to the road are being installed in the town of Cady. Is there a way to update our town’s fire signs? Any grants available for this purpose?
