Minutes of the March 9, 2026 Town of Eau Galle Board Meeting

The regular monthly meeting was called to order by Town Board Chairman Lund at 5:00 PM at the town hall.
Chairman Lund indicated that the notice of the meeting was posted as required by statutes and noted no additional items were added since the March Agenda was posted at the Town Hall and on the official Town website.
The Town Board members present were Ryan Anez, Amy Shafer, Stephanie Supri, and Jim Lund.
The agenda was approved as presented on a motion by Amy Shafer second by Ryan Anez, motion carried.
The minutes of the February 9, 2026 Town Board Meeting were approved on a motion by Ryan Anez second by Amy Shafer, motion carried.
John Betchkal spoke to the board and town residents about his candidacy for the St. Croix County District 19 Supervisor seat.
Treasurer’s report, and bills were reviewed and approved with 3 additional checks for election workers by Amy Shafer second by Ryan Anez, motion carried.
Building and driveway permits were reviewed.
Clerk reviewed correspondence and emails. Open Book is set for Wednesday, May 6, 2026 12pm-2pm. Board of Review is set for Wednesday, May 13, 2026 3pm-5pm.
Town Board reviewed the Conditional Use Permit for Andy Borntreger in Section 2. Town Board recommends signs set back 35’ of center of road, trucks to be unloaded on property, all weight limit postings to be followed, public parking off of the road, and pass fire inspections by United Fire and Rescue.
Jon Kusz with JM Homes gave a town hall project update. Everything is complete. He will be back when the weather is better to put the dirt around the base of the building. Supervisor Anez will reach out to insurance agent Barbi Manter regarding insurance questions.
Town Board discussed Fire Inspection Ordinance. Clerk will type up an ordinance using the Town of Hammond’s ordinance as an example and present to board at April meeting.
Town Board discussed Solar Panel Field Ordinance and heard from town resident Harriet Link and her concerns about future solar fields. Will be discussed at April meeting.
Town Board discussed and accepted a Town Hall Rental Form that will now be used for future town hall rentals. Motion by Amy Shafer to approve rental form with the addition of town hall capacity second by Ryan Anez, motion carried.
Road Work:
- Road bans are on as of Thursday, March 5, 2026.
- $29,000 of the $50,000 budget has been used for brushing.
- Spraying of the ditches will happen this spring.
- 2026 project is 30th Ave (BB to 250th St)
- Seal coating 3 miles (recommended 20th Ave- 63 to BB)
- Shouldering on 250th St.
- Small bridge report from the state indicates the town has one bridge on 270th that would need to be replaced. Clerk to apply for the LSSIP program by May 1st.
Chairman’s Report:
- April 7, 2026 is the Spring Election.
- April 10, 2026 is a fireman’s recognition at the Garage Bar in Woodville at 6pm.
- Tuesday, April 21, 2026 is the Annual Meeting at 7pm.
- Open Book 05/06/2026 and BOR 05/13/2026
- Spring Clean Up date to be set.
- Audit is underway.
